PEOPLE comes from ConstitutionDAO, the November 2021 attempt by thousands of people to pool ETH and buy an original printed copy of the US Constitution at a Sotheby's auction. The group raised about $47 million but lost the auction, and contributors could claim their ETH back; those who did not kept their PEOPLE tokens, which then traded on as a meme coin with no DAO behind it.
