Russia's First Digital-Rights SRO: Not Every Token Is a DFA

NAUFOR became Russia's first SRO for digital-asset system operators on October 8. Separate operator membership from the rights an asset gives you.

NAUFOR's new SRO status concerns operators of information systems used to issue digital financial assets; it does not make every cryptocurrency a Russian digital financial asset. The Bank of Russia announced the registration on October 8, 2026. For a holder, the useful follow-up is to establish what rights the particular asset creates, rather than rely on the operator's association badge.

A deadline for operators, not an expiry date for your wallet

The announcement describes a 180-day membership obligation for operators already in the relevant register, and 90 days from register inclusion for operators entering the market after September 1, 2026. It reports 25 registered operators as of the announcement. These are regulatory membership provisions for operators, not instructions for ordinary holders to move funds within 90 or 180 days.

Do not calculate a universal customer deadline by adding one of those periods to the headline date. The applicable category and starting event matter for an operator. For a holder reading the news, no membership application or wallet migration follows merely from being a customer. An actual service notice should explain a change to your product and identify the documents behind it.

Three different documents answer three different questions

The regulator's admission explanation treats information system operators, digital depositories and digital currency exchange organisations as distinct registered activities. Even within that infrastructure, evidence about an operator's status cannot substitute for evidence about an instrument. The table below is an editorial reading aid, not a legal classification of a named token.

Document or recordQuestion it helps answerWhat still needs its own evidence
Operator's regulatory recordWho operates the relevant system? The rights created by this issue
SRO record and applicable membership informationWhich professional organisation covers that operator's activity?Whether the proposed product has the terms you were promised
Issue decision and product documentsWho owes what, to whom and under which conditions? How the receiving service handles a specific transfer
Recipient's current deposit instructionsWhich asset and network can this destination accept? The legal nature of the asset itself

Why a ticker or a blockchain does not settle the legal category

In its October 12 clarification, the Bank of Russia says digital currencies are not digital financial assets under Federal Law No. 282-FZ. The same hub discusses separate treatment of foreign instruments. That is a reason to read the applicable definition and issue conditions, not to assign every asset with a dollar-like ticker to one legal category.

Consider a hypothetical product whose marketing says a token represents a claim against an issuer. Before treating it as that claim, ask for the document identifying the debtor, the promised performance, eligibility and redemption conditions. This example does not determine whether the product qualifies as a DFA. It demonstrates the missing evidence: a network name or transaction hash cannot supply a contractual promise that the product documents never establish.

Conversely, an on-chain receipt can help establish that a particular asset moved, while leaving a disagreement about the issuer's obligations unresolved. The common mistake is to ask one piece of evidence to answer both questions. Separate ‘what happened to this transfer?’ from ‘what was I entitled to receive?’ when writing to the service.

A holder's document checklist

  1. Name the asset precisely, including the issuer or contract identifier where relevant; do not stop at an informal ticker.
  2. Find the issue or product documents and identify the party responsible for the promised performance.
  3. Check which organisation operates the service and which regulated activity its record covers.
  4. Read any membership statement for that same activity. Do not infer that membership covers every company in a group.
  5. Before a transfer, ask the recipient to confirm the exact asset and network it accepts. Keep that confirmation with the product documents.

For ordinary cryptocurrency exchanges, the supported-coins page and swap interface help review the offered assets and current order. They are not evidence that an instrument issued elsewhere can be deposited or redeemed there. Read how the exchange works before using its transfer instructions. This article does not claim SRO membership for KOT.CASH or support for a specific DFA.

What comes next

Follow the relevant operator's notices and the regulator's current records, rather than assuming all organisations joined on announcement day. This review has not verified individual membership or parsed the full SRO register. If a service invokes the news to request an urgent transfer, ask it to identify the product-specific change and the responsible entity in writing. A general institutional development is insufficient evidence of a new obligation on your wallet.

FAQ

What does self-regulatory organization mean in the NAUFOR announcement?

The announcement concerns a professional organisation for the specified information system operators. Read it as a statement about that activity, rather than approval of every asset marketed by a member.

Does this self-regulatory organization example cover ordinary token holders?

The membership provisions discussed in the announcement address operators. A holder should look for an actual product-specific notice before assuming any action is required from them.

Can self-regulatory organizations in financial markets replace product documents?

An organisation's membership and a product's promised rights answer different questions. Keep the applicable issue conditions and counterparty information instead of relying on a membership badge alone.
